I doubt there is one program that would do it, due to WMA being a micro$oft 
licenced format. 
However you can convert to .wav, them to .mp3. 
 
BIG "BUT" here. 
Why ? 
You will end up with a poor quality file. 
So unless the .wma is a one of a kind file, look for an .mp3 and save the 
bother. 
 
And please don't convert a bunch and share them on winmx, the network 
already has far too many bad files.
