It is an licensing issue. Different companies have the rights to the
product in different countries. An example would be a movie is made in
the U.S. by Paramount and its DVD rights are sold to Paramount's Home
Video Company for the U.S. only. The European distribution of the
movie is handled by a different company and the European Home video
may have been sold to Sony. So if the Paramount Video is sold in
Europe, Sony loses money as they do not recoup there cost. The only
way that this is solved is by the hove video or Game or Software is
sold with world wide distribution rights. and some companies my not
have the ability to market a product world wide. Or some companies do
a better job in one country than all others but may not do a good job
in an other so it may be better to split the distribution among a few
companies.
