Is the actor actually driving on a public street?
How good is your camera for low-light? (what is it?)
What kind of look are you going for?
Some modern stuff is so realistically dark that you almost see
the acctor(s) only in silhouette.
There are a good selection of fluorescent (and even LED)
lights that run on 12VDC (or even internal batteries) that could
be placed in strategic locations (depending on the shooting
angles). But the more light you aim at the driver, the more
dangerous for him to drive.
You could also consider shooting day for night (assuming
you have enough control over your camera, etc.)
Of course old films had perfect lighting in vehicle interiors
because they were in a studio with a cutaway car and a
projected background. :-)
