HDV can be smart-rendered too, so it would be the same as editing DV25,
where only the bits need to be rerendered which have an
effect/title/transistion. It's only when you work with an intermediate
codec for HDV, that you will be rendering two times.

That depends on what you want with it. I would suggest to master out to HDV
again, and do the conversions tape-to-tape.
