Sounds like the tape was faulty.
If the oxide on the tape is shedding it will build up on the heads in
the recorder and prevent the record signal being made.
the reason there are horizontal stripes is because only one head
is clogged and it will not record or playback, the other one
still works.
If the clog happened while you were recording there is nothing
you can do about it, the signal was not recorded and just isn't there
to be played back.
If the clogging is happening on playback it will happen at different
places
each time you play the tape back.
In any case you need to have the heads cleaned.
