I don't know if Commotion will run under Vista but if you are a
rotoscope artist still using Commotion most people have now moved to
Silhouette or MOTOR(Imagineers).
If you are not a rotoscope artist please ignore. :)
BTW, Commotion was the de facto standard for rotoscoping a few years
back but due to Pinnacle's lack of vision the product was not upgraded
and let the door open for others to clean up.
If you are a compositor you might get better luck with using AE on new
hardware/OS.
