converting video to DV-AVI ?

My original problem:

Someone pointed me to a Panasonic DV-AVI codec for XP

http://users.tpg.com.au/mtam/install_panvfwdv.htm

which I installed on my system,

and using AVS Video Converter from

http://www.avsmedia.com/VideoTools/

I was able to convert my video to DV-AVI format which I could then
edit in Premiere Pro.

However my PC crashed and after I reinstalled everything, I could no
longer get the DV-AVI codec to work for some reason... I am still
trying to figure out how to get it working again. Has anyone
experienced anything similar or can recommend a solution?
