The link above might be of interest. These tools are typically very
limited in what they achieve.

There is no fool proof way of automating drop out removal other than to
get down and work frame by frame. Shake is quite capable of doing the
tasks your require as are most compositing tools. You'd use a
combination of cloning and revealing brushes in the application. It is
time consuming though...

There are semi-automatic tools such as the rig and scratch removal tools
in the Furnace plugins for Shake. Mokey by Imagineers is also another
excellent tool. These tools are thousand of $$$ but used widely in post
production to do the tasks you require. I've obviously no idea of your
budget to know if these are worth your consideration.
