I have a Canon XH-A1 and have done tests capturing in 16:9 DV, HDV
in-camera down convert to DV and HDV down converted to DVD after
finishing whole project in HD.

The DV and in-camera down conversion are as near as damn it identical.
Finishing the project in HD prior to compressing to SD DVD is by far the
better option. Your project will benefit greatly with the increased
colour resolution of the HD material particularly if you have title,
graphic and lower thirds. You will be spared blocky edges round your
graphics caused by the low resolution of the DV colour sampling.

If you are NTSC based your video will also be spared the mangling of the
conversion from 4:1:1 of DV to 4:2:0 colour sampling for DVD.

Always work at the highest quality level throughout the post production
stage prior to down conversion for final output to DVD or even the Web
for that matter.
