OK, First you need a means of playing the VHS tape. Most of
them output an analog video signal over a composite RCA
connection. A few offer an S-video output, from what I've heard.
Optionally, you can then run the analog signal through some
equipment to improve/filter the signal.
Second, you need to digitize the analog signal and package the
video and audio into a file on the computer. If this is done
externally to the computer there will be some means of transferring
the data into a file format on the computer hard drive. This could
be USB2 or Firewire/IEEE-1394. It can also be accomplished
with "capture cards" of various types, including some video cards
with input capabilities. This is described as the "capture" process.
Optionally, the captured audio and video is then processed and
edited.
Third, the audio and video is encoded into DVD compliant MPEG.
This step can be skipped if the capture was to DVD compliant
MPEG.
Fourth, the compliant audio and video is Authored into the DVD
files and structure. Optionally Menus are created during the
authoring.
Optionally, the authored DVD can be made into an ISO image.
Fifth, the authored DVD structure or ISO image is burned onto
a blank DVD.

From the VCR to a standalone DVD Recorder.
Optionally, you can record to a DVD-/+RW or RAM disk
and bring that to your PC for editing and authoring a new
DVD.
