If you are using an HDMI connection, the I assume it is an upconverting
DVD player. It's possible it doesn't know how to convert CC into the
digital format, which is different.
What MIGHT work is configuring your DVD player to output 480i or 480p,
and letting your TV do any upconversion to it's native resolution.
