SOCAN is a *performance rights* organization. They do not
license either audio or visual recordings.
The Canadian organization that licenses audio and visual
recordings appears to be "CMRRA" www.cmrra.ca

They want to know your total production budget and how much
you are willing to pay for the music rights. Good luck...

Note further that you must ALSO get permission (and pay
separately for rights) to use the pre-recorded performance
of the music used by the dance school. This is what is
refered to as the "master recording" in the URL cited above.
Remember that not only do the composers of the music
have rights here, but the people who performed the music
on the recording, and indeed the people who made the
sound recording also have their fingers in the pie.
I'll take the bet *against* "quite fair".
