You'll get a skippy effect if you cut every 10 frames. It takes the
human eye ~17frames (@~30fps) to recognize fluid motion.

A good rule of thumb is to cut on the action -- in music videos this
action can be in the audio or the video. When the music is slow there
should be fewer cuts, and when the music is fast-paced there should be
more. Continually cutting at regular intervals will make the video
less interesting because it becomes more predictable. Use your ear and
eye to determine the best flow.
