If your nephew if interested in compositing or animation as a career
then stick with AfterEffects. Most schools and compositing/animation
firms use after effects. He already know how to use it, so instead of
switching software and wasting months relearning software, keep on
using AE and let that time develop his skills. In my professional
experience there is little to nothing that cannot be achieved inside
of AE.
As far as upgrading to CS3, take a look at the new features and ask
him if any of them are of use to him. Please note, he probably
qualifies for academic pricing (don't pass it up). There are massive
speed improvements, especially noticeable on multi-processor systems
in CS3. More likely than not he could use more RAM in his computer
rather than an upgrade... for now.
