That's exactly why SAP is your leading candidate. If your recorder is set
for SAP and other stations duplicate the primary audio on SAP, those
recordings will come out OK; if your local NBC affiliate is sending out
something else on SAP, that's what you'll get for your audio. You said you
get music but no dialog. There's no way for your recorder to filter out
dialog and record only background music. My guess is that NBC was
broadcasting some music program (possibly the background music, possibly
something unrelated to the TV programming) on SAP. This is unusual, but not
unique. My local PBS station sometimes broadcasts weather information on
SAP while normal programming is on the primary audio.
