The term "codec" is defined as....
"a device or program capable of performing transformations
on a data stream or signal"

Note that the effect is not limited to audio (or even media) data.
Note further that it equally applies to ADC and DAC hardware.

If you wish to make such a narrow (and artificial) distinction
about what constitutes a "codec", then you will have problems
trying to categorize things like FLAC, etc. Is it a media codec,
or is it a file compression algorithm?
