Comments field scramble and then reappear

I have always noticed in the comments field of some mp3's, encoded
text that looks something like:

00000299 0000039F 00000E02 0000136F 0003F7E5 0003F7B7 00004CB5
00006606 0002BF4E 00033467

Usually I just delete this information, make my own comments if
necessary, and move on.

But lately I've noticed that when I edit some Comments field (in this
case, I'm doing it through Windows Explorer, right-click, Properties,
Summary... ), sometimes my comments save, other times they convert to
something like:

00000299 0000039F 00000E02 0000136F 0003F7E5 0003F7B7 00004CB5
00006606 0002BF4E 00033467

The strange thing is, if I cancel the Properties dialog window, and
try again or try a few times to view the Comments again, my original
comments text reappears and the scrambled text is gone??

I have been building my mp3 collection for almost 10 years and I'm
surprised this is the first time I've ever noticed this before
(probably because I'm using the comments field more and more).

Could this be because the mp3 is using an older ID3 standard? If so,
how do I check that? I have tools that can convert the tag to a higher
ID3 version, but I just wanted to know if that is indeed the issue, or
if the problem is caused by something else, and if so, what the fix is
for it?

Any help would be appreciated.
