Yes, that's how Philips were able to produce VHS machines without paying a
penny in license fees to JVC.

Matsushita Electric is an almost* wholly-owned subsidiary of Philips and has
been since it was founded in 1953. Its shares are listed on the Amsterdam
exchange and its managers are trained by Philips in Holland. You can read
the details in the book "The Panasonic Way" by Toshiko Yamashita. (The
Wikipedia entry for this company's history is almost total fiction).

*The Matsushita family have a 15% stake in the company and are responsible
for the day to day running of the company in Japan.
