AFAIK its not about personal prosecutions (though they have happened).
Several torrent sites have been closed down and others have cases
pending. All it takes is for users to have various warez etc to share
and they have their case against the company that have facilitated the
"illegal" act. At least thats their angle - and the threat is being
taken seriously.
