Yes the standalone DVD player for the TV will by default of being Region 2,
will play both PAL and NTSC.
Depending on make and model, you will either have to ensure the DVD player is
connected to an RGB enabled scart socket, unless the TV can accept raw NTSC.
The cheaper model DVD players also usually have a built in standards
converter, so you can choose to output in PAL, NTSC or AUTO (uses NTSC or PAL
dependant on disc).
Many DVD players can be made region free, the cheaper ones usually more
easily.
Have a look at: http://www.videohelp.com/dvdhacks to see if you can find your
standalone DVD player on there for a region hack.
