I use Vegas 5 and it very easily can perform your task. Just import the
image into its own or the video track, add the fades, and you're done. I
work only with .avi footage from a miniDV camera, but I assume it can be
done with MPEG.
For a simple task like yours, you probably don't need a package as expensive
or powerful as Vegas. I first tried Pinnacle 8 about 2 years ago but was
forced to give up and trash it because it couldn't reliably capture video
from my camera. I may have had other problems that I can't remember. In
addition, Pinnacle did not have filter packages (such as color curve
adjustment) at that time. If you're video needs adjustment (due to color
cast or being dark), then make sure you get a software package with the
filters. Unsharp mask is also good to have.
But my bad experiance with Pinnacle 8 was 2 years ago and Pinnacle 9 has
been out for some time. I started with the Vegas 30-day trial, and if they
still have the trial then you could use it to get the job done. Based on my
dim memory, Pinnacle should also be able to do what you need.
