The idea way would be to rent/borrow a BetaSP
VCR, and use it to capture the output of your editing
process.
Alternatively, you could output the editing process to
a mini-DV tape, and then take the tape to a place where
they can copy it to a BetaSP cassette.
According to Adam Wilt on his web page
http://www.adamwilt.com/DV-FAQ-tech.html in the section:
"How good are the DV formats compared to other formats?"
BetacamSP has a quality rating of 8.9 and DV
rates 9.0, so there will potentially be minimal
loss of quality even if you use the miniDV as
an intermediate step.
I would still ask about submitting on DV, though.
