I have found some good Sony 13 inch monitors on
eBay. Some sellers are quite reliable, for example

although he doesn't appear to have any budget-priced
13 inch monitors listed at the moment. But he has
lots of other stuff that isn't necessarily currently listed
on eBay. I have no connection with Mr. Riddle except
as a satisfied, paying customer.
And one of my other good 13 inch monitors (Pannasonic)
came "surplus" from the Atlanta Olympics via B&H
Photo Video. There used to be a large number of monitors
and other video equipment "surplus" after each Olympics.
