Yep got one of these http://tinyurl.com/7ooyj for a still camera last
year. BUT, it works GREAT for lightweight video. Doesn't excel in the
pan and tilt dept. However, it does have a quick release and is very
rugged.It fits within your criteria including the price with shipping.
The weight is right at your specified limit.
