The text track HAS to go over top of the video track .
This can be done several different ways.
Drag the video track down under the text track or the text over top of the
video by dragging the header section (the area to the left of the actual
track itself.
Another way is, if you already have a video track in place, right click in
an empty spot on the video track and select "insert video track". Now put
your text track there.
There are others but that should get you going.
