A technique I used as a film sound mixer yonks ago in the pre digital age to
identify the dominate frequency range, was first to try and INCREASE the
offending noise via a parametric equaliser or a 64 channel graphic. It's a
lot easier that way, then reverse you settings but be conservative. Get rid
of ultra lows first via a 40db/octave hi pass filter to eliminate the 'mud
factor'. If the scene is self contained and the previous or post scenes do
not have the same voices then you could be a little more aggressive in your
EQ. It's when you have a close A/B comparison that makes the whole thing
sound bad. Downward expansion of around 3db helps but be careful not to
produce 'packets of words'. It's far better to get it right on location even
if it's a pain for the non sound people hanging around.

In this situation it's likely that the offending sound will be broad band
pink noise so in the end all you will be able to do is a subtle reduction.
Human hearing seems to be a little more sensitive to a loss of sound rather
than it's presence that's why noise gates tend to draw your attention to
what's happening unless there is a filler substitute sound overlay like
music or distant traffic etc.. iZotope Ozone make a good plug-in - not sure
of it's availability or cost
