Not necesarily actually, because you can do this optical as well. And that
only works with frame-duplication.

Ah well, you can see quite often that the slow-motions are an afterthought,
at least, the ones done cheaply.

You were probably one of the very few people who noticed this, and was
annoyed by it. Not a percentage big enough for the filmmakers to worry
about and do it properly :)
