Videonics makes a nifty little frame sync switcher for just under
$1000., but there are used on EBay much cheaper. It has both RCA and
S-video. It will do all you ask. It is not "broadcast quality" (look at
the output on a WFM to see!), but it would suffice fine for your
purposes.

The Panasonics you mention will all do much the same thing and are a
bit better built, be be cautious about used gear! Also, when you do a
hard switch on the Panasonics, the picture freezes momentarily. You can
get around this by making the transition a dissolve between busses, and
setting it for the fastest speed.
