It does not require those to replace the pinch roller or a belt. Of course if
you have to tear apart the mechanism to get to those items, then yes you'll need
to know how to retime the gears. I have never had to use any of those items to
replace the rubber in my 12 or so Mitsubishi and JVC decks.
Most vcr's out there have rubber available for them.
