It's to reduce eye-strain and make the viewing experience more comfortable.
The iris in an eye opens and closes according to the total amount of ambient
lighting in a room. A TV picture fills only a small angle of vision. If you
view a TV picture against a totally darkened background the iris opens right
up to compensate and allows the picture to burn the retina at the back of
the eye. By illuminating the surface behind the TV the iris closes down and
prevents retina burn.
