If it's too complicated you are pretty much out of luck. But it's not...
1. Start Audacity
2. Set bitrate desired
(a) File
(b) Preferences
(c) File Format tab
3. Open MP3
4. Save it
(a) File
(b) Export As MP3
5. Do more? Go to #3
6. Burn the new MP3s to a data CD
