Then it sounds like you are not connecting at all. If you do connect,
both lights should light up.
Its still worth trying what I said. If your modem works to another ISP
and line, then you know the modem is sound. If another PC wont connect
using that same modem, then its a safe bet its your line. And dont
take any shit to the opposite.

Could work, but bet its one of the above!
Problem is, ISPs are too keen to blame everyone but themselves. If you
can prove your equipment is sound (by those tests) then its back to
them.
