We had one arrive cracked.
I think they probably save enough on the postage costs that replacing
a damaged CD every now and then is a less expensive option. Also,
they probably replace damaged CDs by making a copy from their own
stock (fair use to replace the damaged original as long as they don't
ever use more copies than they paid/licensed).
