Yes, an NTSC AVI will have NTSC frame rates, and a PAL AVI will have PAL
frame rates. If you get a program like VirtualDub you can check a lot of
details about the AVI files. G-Spot might do it too, but I haven't used it
for a while.
The choice depends on whether your PC or your TV is better at NTSC
conversion. As you haven't noted that you get a black and white picture on
your TV with NTSC it's apparent that your TV can handle NTSC, so try both
options and see what looks best - I'd suggest a scene with a lot of panning
to do the comparison as that's where bad NTSC to PAL conversion can normally
be spotted.
