first of all the statement above makes little sense. Where do you think the
cache is filled from. ?

By the above paragraph there is no reason ever to even bother increasing Ram
speed.
Cache will be filled faster with faster ram. So Faster RAM does increase
effective computational speed. Whether or not it is perceptible.
