Your Advice, Please on Converting S-Video and Hi-8 to Digital (DVD, (S)VCD)

I have about 40 hours of Hi-8 and S-VHS tapes (analog) that I want to
convert, edit, and put on DVD (or maybe (S)VCD). For equipment choices I
have:

1) Canon Hi-8 camera (for output) and a Sony Handycam DCR-HC26 (my current
video camera)
2) AMD 3800+ with a dedicated 320G PATA HD that easily captures from the
Handycam using Firewire), Pinnacle Studio 10 (yes, I know it's not the
greatest, but it does the job). I also have access to a promo price on
Premiere that is attractive so I can go with Premiere if I have to.
3) An AGP ATI All-in-Wonder video card with Analog to MPG(2) capture. I
can't recall the model # right now, but it's about three years old and it's
in an Athlon 1.2GHz system. I could add a fast HD dedicated to capturing. I
can't put it in the AMD 3800+ system (no AGP slot).
4) An inexpensive DVD Recorder that seems to do a decent job of burning DVDs
from cable, but I've never connected anything to the A/V In ports so I don't
know how good a job it will do. I could set something up and test it.

I thought I could connect the Canon Hi-8 to the Sony Handycam and then
Firewire from Handycam to the AMD 3800+ and stream the Hi-8 directly to the
computer or record the Hi-8 and then stream it to the computer, but it seems
that the Handycam doesn't have A/V inputs (that was an oversight!), so if
anyone knows how to do that, and if it's the best choice, I'd sure
appreciate hearing about it.

My concern with using the ATI AIW or the DVD Recorder is that I will want to
edit the converted video. Will the video degrade if I edit it after
capturing/converting?

I really don't have a whole lot of money to buy more equipment, though I
would be willing to sell the Sony Handycam and replace it with a better
camera that has S-Video/Audio inputs if that is the better route to go, with
a budget of $500 max.
