I have had the same problem in the past, two things helped me sort this out.
1. I switched my encoder to ConvertXtoDVD
2. Keep the encoded film in its native format (Most DVD Players should be
able to output NTSC to SCART RGB) Perfectly. And 99% of newer (Last 6 years)
TVs should be able to play them, as long as you are going in to a RGB Scart.
If you don't want to change the software you use, just keep the native
format, It will still play on most players as there is no region coding to
deal with, just the NTSC issue.
