Which CD Ripper and Editing Software for Newbie?

I'm just getting into creating my own MP3s and would like some advice
on which software to use.

I'm running Win 2K and have been using WMP 9, WinAmp 5.35 and MP3Tag
2.36a to organize and play the MP3s I've downloaded from the web.

I've tried using WMP 9 to copy tracks from my CDs to my computer so I
can play them on my portable MP3 player, but the files it produces are
in the WMA format. I tried downloading and installing a program that
is supposed to allow WMP to create MP3s (WM9Codecs.exe) but when I
tried to install it I got this error message:

"The procedure entry point GetUserGeoID could not be located in the
dynamic link library KERNEL32.dll"

I haven't a clue what that means.

So I'd be grateful for some advice on how which program to use to
create MP3s from my CD colletion, and also software to edit the MP3s.
I would like to be able to cut out pieces from the middle of tracks,
splice pieces of tracks together, put fade outs and fade ins on the
end or beginning of tracks and perhaps even do cross fades between
tracks.

Is there free software that can do that?

The problem I've run into is that the free editing software has really
restrictive size limits. For example, I have this 20 minute track
that I'd like to cut about 10 minutes out of the middle of.
