Many ISPs limit traffic to file sharing programs, that is probably the
answer.

However, it has been YEARS since I found anything worthwhile on WinMX Peer
Network, I only use openNap Protocol Networks, this vastly reduced the
bandwidth and at the same time, depending on which networks you use, vastly
increases the chances of finding what you want.
No fakes, no rubbish, very few loonies.
