That doesn't include the time making menus, authoring the DVD,
editting all the special features, setting the chapter stops, etc.
Sure, if you just take a file that's already in the right format and
stick it on a DVD, it's easy but the reality is, a commercial DVD does
a lot more than that.
You also have to remember that a commercial DVD isn't burned, it's
pressed so they can do it a hell of a lot faster than 10 minutes. :)
