Personally I use Adobe Premiere but it sounds like you don't need all that
functionality at all.
Perhaps you have the program on the PC already: Windows Movie Maker
Otherwise you can find it here

P.S. Haven't used it myself so I don't know if it meets your requirements
but its free. And a lot people like it when things are free.
