Samsung laser printers (at least the two I own) came with cartriges that
were less than full, which was noted in the owner's manual. Can't speak for
any other printers.
I'm an aftermarket ink cartridge fan. If I did a lot of printing, I'd go
the external reservoir route, as someone suggested earlier.
